This decision came despite requests from ethnic Ukrainians and the Kyiv ambassador to Ottawa to detain them.
Joly said the decision was made following a request from German Chancellor Olaf Scholz, who is currently visiting Canada.
“It’s a decision we’ve made,” Joly said in an interview with broadcaster CBC.

He added: “That’s what Germany asked of us.”
“Canada does not want to give (Russian President Vladimir) Putin any reason to continue to weaponize its energy flows to Europe,” Joly told CBC’s Hannah Thibedeau.
Six Siemens turbines were in Montreal for maintenance when Canada announced an embargo against Russia because of the conflict in Ukraine.

At Germany’s request, Ottawa announced an exemption for the turbines in July and shipped one, but Gazprom refused delivery, citing documentation irregularities.
