Refly said each electoral system has its own pros and cons. Open proportionality allows people to vote directly for the candidate of their choice, but fraud increases because costs and computational units increase.

Meanwhile, Closed Proportional is simpler because there are fewer computational units. However, political parties (political parties) can determine who passes and does not pass. Indeed, the order of choice is based on the proportional order proposed by each political party.

Refly said some parliamentarians do not approve of the system proportional closed because this system only makes candidates for the legislative elections saddle horses. It is almost certain that those who get the lower serial number will not get a seat.

Even so, Refly Harun pointed out that there is no absolute right or good electoral system, but it depends on the needs. He stressed the need to understand what the electoral system looks like, not to be fooled by the choice between proportional open or closed proportional.
