BANGLI, KOMPAS – As of the end of September 2022, the number of participants in the national health insurance scheme, which started rolling out in 2014, reached 244,600,449 people, or 88.8 percent of the total population. Many healthcare institutions continue to innovate to provide the best service to patients. However, in a number of regions, the availability of adequate health services remains a chore.

Senior Director of Social Security Management Body (BPJS) for Health Ghufron Mukti on the sidelines of BPJS 2022 Health Media Workshop in Bangli, Bali Province, Thursday (13/10/2022), said, the number of health insurance participants in Indonesia is the largest social security system in the world. The system is run in the spirit of gotong, that the rich help the poor and the healthy help the sick.

Over time since its launch in 2014, the number of participants has steadily increased. Over the past year, the number of provinces with 100% participation has increased from 5 to 14, regencies from 127 to 188 and cities from 50 to 66.

At the same time, the total use of health insurance services is also high. In 2019 about 433 million times, in 2020 about 326 million times, in 2021 about 392 million times. This means that within a year there are people who use the National Health Insurance (JKN) service more than once. Every calendar day, more than one million people use the service.

Previously, the longest waiting time of 60 minutes was felt by only about 66% of patients, now it has increased to 96.67% of patients. This means that almost all patients in the hospital receive service after waiting in line for at least 1 hour. In fact, in general, the service time for all healthcare facilities in Indonesia is around 2-3 hours.

Furthermore, Ghufron continued, BPJS Kesehatan no longer has any debts to health service providers. “In fact, we paid for some of them in advance. For the digitization system of health services, we support it with the resources we have. This aims to provide the best service to patients,” he said.

Meanwhile, Timboel Siregar, coordinator of BPJS Watch, said there were still many JKN participants who were not receiving quality health services. Indeed, in the most remote and advanced areas, there is a minimum of sanitary facilities and medical personnel. It is a duty for the government. “The constitution directs the state to provide health services to the people,” he said.

Note Compass, in southwestern Maluku regency, Maluku province, sick residents were forced to sail by boat for days to find a hospital in Kupang town, East Nusa Tenggara province. Last August, a pregnant woman whose fetus had died only received help after 12 days of struggling to find a hospital.

In addition, many residents of the district have been forced to seek treatment in a neighboring country, Timor Leste. The distance to Atauro Island, the closest area to Timor Leste, is no more than 1 hour. “We have no choice but to save lives. In Timor Leste we are served for free,” said Lasarus, a resident of Lirang Island.

In this regard, Timboel encourages the intensive implementation of preventive measures to create a healthy life in the community, starting with the family. In this way, people are becoming more aware of healthy living. Don’t let people come in to check on their condition when it’s already serious.

However, Timboel reiterated that the state is obliged to build adequate health facilities. Moreover, conditions like those in southwest Maluku have existed for a long time. The State must be present for the populations of the outermost regions.
