Accelerating the development of IKN, the government is preparing rules to facilitate business and investment permits

TEMPO.CO, Jakarta -Development of the State Capital or IKN Nusantara will be implemented by the government on a large scale from 2023. Currently, the government is preparing regulations related to the ease of doing business and investment licensing.

This was conveyed by the Expert Team for Institutional Relations in Bappenas and Chairperson of the Legal and Institutional Working Group (Pokja) on the transfer of IKN from the Ministry of National Development Planning/Bappenas, Diani Sadiawati.

“We have prepared a draft government regulation on ease of doing business and permits, as well as investment facilities, it is nothing but to accelerate the development of the national capital,” Diani said during a virtual socializing discussion on the IKN of the national archipelago, Tuesday, November 22, 2022.

In law number 3 of 2022 concerning The national capital Article 12 stipulates that the IKN authority, as the organizer of the special local government for the IKN archipelago, is vested with special authority, including the authority to issue investment permits, the facility of to do business and to provide special facilities to parties that support financing within the framework of development of the IKN archipelago.

Diani said that in article 12, paragraph 3, of the law, there is a regulation concerning the draft government regulation (RPP) concerning special powers.

“Because in its implementation, the IKN authority is unique and must receive a special authority which extends to a delimitation of 256,142 hectares, beyond which, of course, the regular provisions will continue to apply”, did he declare.

Further, Diani said that the IKN Nusantara Authority has a revenue and expenditure budget from the State Revenue and Expenditure Budget (APBN) of 20% or IDR 446 trillion.

“The rest was requested by the IKN authorities to seek other sources from the results of PPP collaboration with the private sector and all this in the development must refer to the master plan, of course”, a- he declared.

Regarding the development of the Nusantara National Institute of Science, Diani Sadiawati said that this development is a national priority program, so the development must continue even if there is a change of president.

In this forum, Senior Functional Planning Expert, Ministry of National Development Planning / Bappenas Hayu Parasati said regarding the authority of the authority over poverty rate once the head of authority and l he deputy authority will have been appointed at the end of December, all the structures are filled and can work fully with the authority they have.

“God willing, by the end of December, all the structures will be filled and can function fully with the authority they have, where Diani Sadiwati explained earlier that there will be a government regulation (PP) with special authority and licenses as well as investments and business opportunities,” he said.

“When it is planned to become a center of growth, one of the indicators is that there should be no poverty rates and economic disparities in the IKN. Everything will support how the authorities can develop all life planning strategies, not only infrastructure development strategy but also economic development and socio-cultural development strategy,” he added.
