JAKARTA- Indonesian President Joko Widodo has instructed the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) to maintain and oversee the neutrality of the Civilian State Apparatus (ASN) during general elections. and the 2024 elections.
This was revealed by PANRB Minister Abdullah Azwar Anas during the 2nd Conference of Social and Political Sciences, in Jakarta on Tuesday (03/14). “The president asked us to guarantee the neutrality of the ASN and we concluded a memorandum of understanding with the Ministry of Interior, the BKN, the KASN and the Bawaslu”, declared Minister Anas.
During the event organized by the Center for Strategic and International Studies (CSIS), Minister Anas said that the neutrality of the ASN has always been an interesting issue during the process of general and regional elections. In order to ensure that the neutrality of ASN is maintained, the government has issued a joint order relating to the guidelines aimed at promoting and monitoring the neutrality of ASN agents in the conduct of legislative elections and elections.
The form of ASN neutrality includes the provision of public services, the implementation of ASN management, decision/policy making and, of course, towards the political year, neutrality will be further emphasized in the implementation of general elections/Pilkada. ASN’s neutrality must be maintained because it is also required by law. In Law no. 5/2014 ASN’s mission is to be impartial with regard to all forms of influence and not to favor the interests of anyone.
ASN’s non-neutrality will be highly detrimental to the state, government and society due to the potential for political intervention in the process of achieving development goals. “If it is not neutral, the ASN will lose its professionalism and government objectives at local and national level will not be achieved,” he explained.
Former Regent Banyuwangi explained that the neutrality violation map shows that many neutrality violations occurred before and after the campaign. “Our objective in the future (of violations) is of course to minimize. This neutrality is an important element that we continue to transmit to ASN”, he added.
Violations of the ASN’s neutrality are frequent on social networks. Over the whole of 2020-2021, the highest violations occurred due to ASN’s involvement in campaigns or awareness-raising actions on social networks, i.e. 30.4%.
Anas pointed out that ASN’s movement on social media is certainly one of the areas that the government is watching closely to watch for any violations of neutrality that may arise. “We are also following social media campaigns together, including on other media, so that this ASN avoids violating neutrality,” he concluded.
