The revocation of mandatory spending has nothing to do with the BPJS Health funding program and the health services received by JKN participants.
Mandatory expenditure is intended for the APBN and the APBD which must be provided by the government for the health budget. The elimination of mandatory spending does not mean that the budget does not exist, but rather that the budget is carefully structured based on clear planning contained in the health master plan.
The budget will be more effective and efficient because it is performance-based based on the inputs, outputs and results we will achieve, because the goal is clearly to improve the health level of the Indonesian people as high as possible. So everything is perfect, no waste of budget.
“Compulsory expenditure is related to compulsory expenditure to finance health programs such as achieving stunting targets, reduction of MMR, IMR, elimination of leprosy, elimination of tuberculosis and also the infrastructure preparation,” said Health Ministry spokesperson Dr. M Syahril.
“Regarding the efforts to finance individual health in the health insurance program managed by BPJS, they are not linked to the obligatory expenditures in the Health Law. There is no change in the regulations relating to BPJS Health. “The information is therefore incorrect and misleading,” he continued.
This is different from the BPJS Health financing system which uses a social insurance system where the money managed comes from contributions from BPJS Health participants.
For those who are able to pay their own contributions, for workers who receive a salary (formal workers), JKN contributions are paid through mutual cooperation between the worker (contributing 1 percent) and the employer (contributing 4 percent ). Meanwhile, people who cannot afford it will be paid by the government through the Contribution Assistance Recipient (PBI) program.
The absence of mandatory spending will not affect certain aspects of health services received by BPJS Health participants as has been the case until now.
