Western allies discuss Ukraine’s security guarantees at NATO summit

REPUBLIKA.CO.ID, VILNIUS — European diplomats have said Ukraine’s Western allies are still finalizing a framework that would pave the way for long-term security guarantees for Kyiv. The North Atlantic Defense Organization (NATO) is likely to announce the results at the end of its annual meeting this week.

The defense alliance held a meeting in Lithuania on Tuesday (07/11/2023). The main theme of this meeting paved the way for Ukraine’s accession to 31 other member countries. However, it has not yet been agreed what conditions Ukraine must meet.

Knowing that Ukraine will not be able to join NATO as long as they are still at war with Russia considering Article 5 of NATO which states that an attack on one of the member countries means an attack on the whole of NATO. Ukraine’s entry into NATO at this time will drag all member countries into war with Russia.

But Ukraine wants assurances that kyiv will be invited to join after the war ends. Meanwhile, Ukraine is also seeking current and long-term security guarantees to help it defend itself and prevent Moscow from attacking again after the war ends.

So far, as a NATO organization, it has not provided military assistance to Ukraine and left the decision to member states to avoid direct conflict with Russia.

Britain, France, Germany and the United States (US) have been negotiating with Ukraine for weeks on a multilateral text that would create a framework for member states to provide or continue to provide assistance financial and military, including advanced weapons.

The European Union, which wants to provide aid for the financing of armaments via the Peace Facility, and the group of seven rich countries (G7), including Japan, are already aware of the discussions. The multilateral framework will make it easier for countries to work out the details of an agreement with Ukraine.

“America does not want to mix discussions between NATO’s outlook and guarantees, so guarantees can only be agreed after the meeting,” a European diplomat said on Tuesday. Another EU diplomat also said talks were moving in that direction.

On Friday (07/07/2023), an official in the French presidential office said that the discussions were “very advanced”. Two other diplomats said the discussion on the framework should conclude at the end of the meeting.

A senior German official said there would be an agreement at the G7 level which includes the United States, Germany, France, Canada, Italy and the United Kingdom as well as the European Union.

Before leaving for a visit to three countries, last Sunday (07/09/2023), US President Joe Biden said that Washington was ready to provide security for Ukraine in the same form as that provided by the United States. United with Israel. “The weapons they need, the ability to defend themselves,” he said.

US military aid to Israel amounts to US$3.5 billion a year, but the relationship between the two countries needs a lot of political support. “The possible difference with the US-backed Ukraine is results-oriented,” an Israeli official said.

“With Ukraine, America is going to ask ‘what do you get for $100 billion’ and is it going to continue in the long run, because maybe the conflict will never end. no, it will just freeze,” he said.

At a press conference in Berlin, German Chancellor Olaf Scholz said the possibility of US security guarantees similar to those provided to Israel was one of many options being discussed. But the discussion is still not over.

“The US President’s proposal is not something new, but it plays a big role and gives an indication of its feasibility, but the discussions are far from over,” Scholz said.
